Public Service Commission
The Public Service Commission is, among other tasks, in charge of establishing and abolishing public offices and of appointing persons to hold these offices. (Constitution Art. 233-234)
But it is NOT in charge of doing this in the County governments, because the County Governments are responsible for establishing their own offices and hiring. (see Constitution Art. 235)
